Services International was founded in 1999 by Pamela L. Whillock and
Terry L. Olliff. It was as
a result of the expansion of their previous consulting and training
company, OutBac Enterprises. Pamela

Whillock has owned and operated her own business since 1992, when she
and partner Terry Olliff started OutBac Enterprises.
OutBac Enterprises was a training and consulting company which
dealt with aviation appraisal, crash survivability analysis, and the
design of training programs for the aviation safety industry.
In 1996, accident investigation, and fire services training being
added to their repertoire. The
need for expansion came in 1998, when safety program development and

Terry Olliff has been providing Emergency Service Training and Consulting Services to the fire service and aviation industry through OuTBac Enterprises and Emergency Services International for over 10 years. Terry has been involved in the setting up of and training for Airport Rescue Fire Fighting (ARFF) and Safety Services throughout the nation. He has over 25 years of structural fire, ARFF and Emergency Medical Service (EMS) experience. Terry and Emergency Services International has been providing the Aviation Community with Aircraft Survival Evaluation Services for private and commercial aircraft for 10 plus years, and is proud to add Spidertracks and their Aircraft Tracking/"FOUND Technology" System to evaluation services. Terry was able to
attend and receive Gold certification in the Embry-Riddle Aviation
Safety Management Program. Additionally,
he has attended the Crash Survivability Investigators Basic and Advanced
course that is offered by Mr. Harry Robertson and International Safety
Education Center. Terry served for 3 years as the administrator and instructor for the renowned Harry Robertson Aviation Safety Center (RASC) in Arizona, where he was involved in Federal Aviation Administration (FAA), National Transportation Safety Board (NTSB), and NASA programs dealing with flight and ground safety issues. While at RASC, he assisted with the implementation of professional ARFF training programs, accident investigation training programs, and many other aviation safety programs. |

Requests for assistance from the NTSB have allowed Terry to assist in the investigation of many aviation accidents and incidents across the United States. Some of those include the October 31, 1994, accident near Roselawn, Indiana (American Airlines, ATR 72) and other major accidents. Served as the lead ARFF litigation investigator of the 1997 Korean Airlines 747 accident in Guam. As airport assistant administrator at the Grand Canyon National Park Airport he was responsible for the day-to-day operations of the busiest commercial single runway airport in the United States. He was also responsible for overseeing aircraft rescue fire fighting, emergency medical services, safety and security. While working at the Grand Canyon he was closely involved with the National Park Service dealing with the Over Flight Safety issue and continues to do so as a consultant. |

Terry Olliff is a graduate of Embry-Riddle Aeronautical University, with a B.S. in Aerospace Studies and received his Master’s Degree in Executive Fire Leadership from Grand Canyon University. Terry has been an FAA licensed pilot for the past 30 years and involved in aviation administration for 15 years. He has been featured as a guest speaker at many conferences and lectures, including FAA Safety Conferences, International Society of Air Safety Investigators Symposiums, and many of the western region Fire and aviation symposiums. Terry is a member in good standing with American Association of Airport Executives, International Society of Air Safety Investigators, International Association of Fire Chiefs, ARFF Working Group, and World Safety Organization. Terry was the 1995 recipient of the General Spruance Safety Achievement Award for his outstanding contributions to aviation safety for that year. He served as a member of the prestigious Center for Aviation Safety Education (CASE). |
